The Public Trust Office Organisational structure
The Public Trust Office’s organisational structure aligns the Office’s business functions to improve accountability, focus and the delivery of quality services. The structure provides all staff with clear direction and minimises duplication of services while maximising service delivery to the community.
The Public Trust office structure has four programs.
Client Services
Client Services Program provides a range of services to the community including:
- Estate Services
- Disability and Aged Support Services
- Wills.
Estate Services provides professional and client responsive services to administer deceased estates. In certain circumstances, where a deceased person has not appointed an executor or made a Will, the Public Trustee may be granted authority by the Court to administer the estate.
Disability and Aged Support Services provides professional and caring trust and financial administration services for persons under legal disability.
Wills encourages all members of the community to make orderly arrangements for administration of their estates.
Organisational Support
Organisational Support program provides services across the following areas:
- Accounts
- Information Services
- Property Management
- Taxation
- Public Affairs
Accounts operates efficient financial management information systems, which meet Public Finance Standards, serve the needs of clients and managers, and monitor the financial objectives of the Office.
Information Services provides effective and optimal computer and information services as well as administrative services, which support the goals and objectives of the Office.
Property Management acquires, manages and disposes of property in a professional manner meeting established commercial targets for the Public Sector, the public and the Office (in both a corporate capacity and client service capacity).
Taxation provides professional taxation services for all Public Trust Office clients.
Public Affairs provide timely relevant information to the community and management, to enable the Office to meet its client service objectives and monitor the effectiveness of program performance.
Investment Services
Investment Services Program exists to maximize the returns on the Common Fund consistent with the obligations of a Trustee. It provides, or arranges for provision of, expert advice for achieving the financial objectives in a particular matter.
Legal and Human Resource Management
This Program provides services in:
- Legal Services
- Conveyancing
- Human Resource Management
Legal Services provides cost effective civil law services to support Public Trust Office activities and to generate acceptable returns on commercial services supplied to the public.
Conveyancing provides commercially competitive conveyancing services and commercial programs.
Human Resource Management provides leadership and services which ensure human resources are utilised and developed to best effect to achieve the corporate goals of the Office, and meet established standards for human resource management.
Office of the Public Trustee
Internal Audit
The Internal Audit function operates as an independent unit under the powers of section 78(1)(b)(i) of the Financial Accountability Act 2009, division 5 of the Financial and Performance Management Standard 2009 and the Internal Audit Charter approved by the Public Trustee.
Internal Audit reports directly to the Public Trustee on both audit and administrative matters. This ensures the unit’s independent status within the Public Trust Office, which enables it to preserve its integrity and maintain a strong position as a fundamental part of the corporate governance framework.
Internal Audit is responsible for providing assurance to the Public Trustee that the public accountability obligations are being met. This is achieved by providing the Public Trust Office, Public Trustee and Executive Management with independent internal audits of Public Trust Office operations.
Internal Audit holds a number of documents. However key documents are audit reports, working papers and various charters (Internal Audit and the Audit and Risk Management Committee). The documents held by Internal Audit would generally only be able to be sought through an application under the Right to Information Act 2009.
