Tender process overview
In Queensland, the Office of Liquor and Gaming (OLGR) manages how many:
- allocated gaming machine operating authorities there are for hotels
- entitlements there are for clubs.
Queensland Public Trustee helps the OLGR with tender process for the sale of gaming machine operating authorities and entitlements. This separation of duties ensures transparency to the allocation process.
We conduct up to 3 tenders per year across 3 Queensland regions. Tenders are advertised in Courier Mail and outline:
- the number of operating authorities or club entitlements available for sale in each region
- the closing date
- the lodgement details.

Tender fees (hotel)
- Bid lodgement fee is $80.00 (GST inclusive).
- Authorised sale administration fee is $782.00 (GST Inclusive) for each Hotel Operating Authority purchased.
Fees are reviewed annually on 1 September.

Tender fees (clubs)
- Bid lodgement fee is $80.00 (GST inclusive).
- Authorised sale administration fee is $782.00 (GST inclusive) for each of the first 50 gaming machine entitlements. It is then $396.00 (GST inclusive) for each entitlement after that.
Fees are reviewed annually on 1 September.
